ROLES AND RESPONSIBILITIES

•Assist in all non-project procurement transactions in collaboration with the line manager.
§Assist in the development of all procurement-related scope templates (consultants and contractors) and associated documentation to ensure compliance with Laws, regulations, Policy & Procedures, prevailing market requirements and lesson learnt.
§Effectively communicate oral and written resolution of issues with all internal and external partners.
§Apply established procedures, policies, and standards with little or no supervisory guidance.
§Proactively identify opportunities for sourcing and cost savings.
§Observe and apply established corrective actions on procurement process when required to enhance performance (reduction of time / cost).
§Ensure all vendors are providing cost-effective value-added services; periodically reviewing and evaluating all contracts.
§Identify saving and synergies strategies against approved budgets and transactions.
§Assist in the sourcing of competitive suppliers as per Teyaseer standards.
§Negotiate with vendors and suppliers to get the best techno-commercial values.
§Ensure all products and services are delivered on time and within specifications.
§Facilitate the procurement process and liaise between external vendors and internal Departments
§Observe cross-functional responsibilities with finance payment process, ERP system enhancement, legal review and audit recommendations.
§Assist in vendors Management process and vendor performance review through periodic assessment to ensure quality suppliers.

§Assist in the development, implementation and maintenance of procurement policies, participate in the review on a regular basis to ensure relevance and conformance with best practices and compliance with internal and regulatory policies.

Desired Skills and Experience

YoE / QUALIFICATIONS / SKILLS

RELATED YEAR OF EXPERIENCE

Min of: 4+ years of experience in Procurement / Supply Chain / Vendor management within the UAE or Middle East region.

YOE IN MANAGERIAL POSITION

Min of: N/A

SECTOR EXPERIENCE

Real estate sector / Construction / Procurement

TECHNICAL AND INTERPERSONAL SKILLS

§Good knowledge and experience working with local Design Consultants and Contractors.
§Understanding of Vendor Pre-qualification process and best practices with specific relevance in the housing sector.
§Good understanding of the “Design and build” journey for residential Project
§Well-versed with regulatory Design and construction guidelines, best practice in Vendor management and quality assurance process and procedures
§Must be able to read, write and speak Arabic

QUALIFICATION

•Bachelors / Masters Degree in Engineering, Procurement or Operations Management
•CIPS certification preferred.
•UAE National preferred.
